Developing an S&OP playbook for a global Specialty Chemicals player

An S&OP Playbook transforms strategy into action, enhancing governance, roles, and capabilities to drive better decision-making and competitive advantage.

In the specialty chemical industry, volatility in raw material markets, fluctuating demand patterns, and global production networks create a high degree of complexity. For a global player in this environment, Sales & Operations Planning (S&OP) is not merely a coordination process – it is the backbone of value creation.

Over eight months, we supported a leading specialty chemical company in developing and implementing a comprehensive S&OP Playbook using a structured three-phase approach: Diagnose (1 month), Develop (4 months), and Deploy (3 months).

The organization’s S&OP process had evolved organically across regions and business units. While individual elements were functioning, there was no harmonized framework linking corporate strategy, governance, roles, and performance management into one integrated system.

The objective was clear: build a globally aligned S&OP engine anchored in a structured playbook that ensures transparency, accountability, and strategic alignment.

The outcome was a comprehensive S&OP Playbook structured into four core sections -from purpose and strategy to governance and standardized templates – combined with a targeted skills transfer program. The result: improved forecast accuracy, optimized write-offs, reduced stock-outs, and a strengthened decision-making architecture at executive level.

Phase I – Diagnose: Understanding the As-Is S&OP Landscape

Duration: 1 month

The transformation began with a structured diagnostic phase focused on answering three fundamental questions:

  • How is S&OP currently executed across regions and business units?
  • Where are inconsistencies and governance gaps?
  • How well is the process aligned with corporate strategy?

Through interviews, document reviews, and workshop-based assessments, we mapped the existing planning cycles, stakeholder interactions, KPIs, and escalation mechanisms. Key findings included:

  • Fragmented planning standards across regions
  • Inconsistent definition of roles and decision rights
  • Limited linkage between corporate strategy and operational planning
  • KPI tracking without one single-source of truth and unified performance narrative

The diagnosis created transparency over structural weaknesses and defined clear design criteria for the new S&OP Playbook.

Phase II – Develop: Designing the S&OP Playbook

Duration: 4 months

The Develop phase formed the core of the project. The central objective was to create a practical, globally applicable S&OP Playbook that combined strategic intent with operational clarity. The Playbook was structured into four sections:

Section 1 – Introduction & Purpose

This section defined the foundation of the S&OP engine.

Key elements included:

a) The Big “Y” – Why Change?
A compelling case for transformation outlining increasing volatility, complexity, and the need for harmonized decision-making.

b) Value Proposition
Clear articulation of business impact:

  • Improved forecast accuracy
  • Write-off optimization
  • Reduction of stock-outs
  • Increased working capital efficiency

c) Guiding Principles
Core principles such as transparency, cross-functional alignment, fact-based decisions, and clear accountability.

This section ensured that S&OP was understood not as a process ritual, but as a strategic value driver.

Section 2 – Strategic Rationale Behind the S&OP Engine

This section translated corporate strategy into planning logic.

Core components included:

a) S&OP and Corporate Strategy
Explicit linkage between growth ambitions, portfolio strategy, and capacity planning.

b) Planning Cycles
Definition of annual, quarterly, and monthly planning rhythms and their interdependencies.

c) Planning Network (Stakeholders)
Mapping of cross-functional interfaces – sales, operations, supply chain, finance, and product management.

d) Process Landscape
Integration of S&OP into adjacent processes such as budgeting, demand planning, and supply planning.

e) Ways of Working
Standardization of preparation, escalation, and documentation practices.

f) Governance
Clear decision rights, escalation paths, and accountability frameworks.

g) Performance Metrics
Harmonized KPI framework covering forecast accuracy, service levels, inventory turns, and financial impact.

Section 2 ensured that S&OP evolved from an operational coordination forum to a structured decision engine.

Section 3 – Roles & Responsibilities

Clarity of ownership is critical for S&OP effectiveness.

This section provided:

  • A structured overview of all key S&OP stakeholders
  • Detailed role descriptions outlining purpose and decision authority
  • A comprehensive RASIC matrix

By formalizing roles, the organization reduced ambiguity and strengthened cross-functional accountability.

Section 4 – Templates & Standard Operating Procedures (SOPs)

Execution excellence requires standardization.

This section included:

a) Reporting Framework
Standardized reporting templates for demand, supply, and financial views.

b) Executive Decision Framework
Clear structure for executive S&OP meetings, including scenario comparisons and escalation logic.

c) Meeting Blueprints
Detailed agendas and preparation checklists for each S&OP stage.

d) Selected Planning SOPs
Step-by-step guidance for critical planning activities such as consensus forecasting and capacity balancing.

This section translated strategic design into daily operational practice.

Phase III – Deploy: Skills Transfer and Capability Building

Duration: 3 months

A playbook delivers value only when understood and consistently applied. Therefore, the Deploy phase focused on structured capability building.

Key activities included:

a) Identification of Skills Gaps
Assessment of competencies across all S&OP participants – from planners to executives.

b) Training Needs Analysis
Systematic mapping of required versus existing capabilities.

c) Development of a Hybrid Training Concept
Design of a blended learning journey combining remote modules and in-class workshops.

d) Pilot Training & Coaching Sessions
Initial rollout with selected regions to test content and methodology.

e) Lessons Learned Workshops
Feedback loops to refine training content and adjust the learning journey.

The result was not only process adoption but genuine capability development. Participants gained confidence in interpreting KPIs, preparing scenarios, and contributing to executive-level discussions.

From Documentation to Decision Engine

While the S&OP Playbook was a tangible output, the deeper achievement was organizational alignment. The company moved from:

  • Regionally fragmented processes → to global harmonization
  • Implicit decision rights → to explicit governance
  • KPI reporting → to performance steering
  • Operational coordination → to strategic alignment

S&OP evolved into a structured decision engine directly linked to corporate objectives.

Measurable Business Impact

The transformation delivered tangible value:

  • Improved forecast accuracy
  • Reduction in stock-outs
  • Optimization of write-offs
  • Increased transparency in executive decision-making
  • Strengthened cross-functional collaboration

Most importantly, the organization gained predictability in a volatile market environment – a critical advantage in the specialty chemical industry.

Conclusion

Developing an S&OP Playbook is not a documentation exercise. It is a strategic intervention. Three insights stand out:

  1. Strategy must be operationalized.
Without explicit linkage, planning remains disconnected from corporate ambition.
  2. Governance drives consistency.
Clear roles and decision rights prevent misalignment.
  3. Capability enables sustainability.
Playbooks create clarity; skills create impact.

The Diagnose–Develop–Deploy approach ensured analytical rigor, structured design, and sustainable adoption. For global specialty chemical players operating in volatile markets, a robust S&OP engine is more than a coordination mechanism – it is a competitive advantage. When strategy, governance, performance metrics, and people capabilities converge within a unified playbook, S&OP becomes what it is meant to be: the central nervous system of enterprise performance
